R&D tax credit prized by tech firms held hostage in Washington

President Barack Obama is reportedly considering a proposal to make a tax credit for research and development permanent. The credit has been allowed to expire more than a dozen times since it was created in 1981, a recurring victim of budget politics despite bipartisan support in Congress.
